טובה קיבלה על עצמה תפקיד חלוצי, ראשון מסוגו במשרדי הממשלה, להיות פה ואוזן לזכויות התלמידים ולהוביל תשתית חינוכית רחבה, ברוח קורצ'אק אבי זכויות הילדים וברוח אמנת זכויות הילד הבינלאומית בכל רובדי מערכת החינוך במגזרים השונים.

באמצעותה ובהובלתה הניעה טובה שינוי תודעתי במערכת החינוך, ברשויות המקומיות , באקדמיה, ובחברה כולה - לזכויות הילדים והנוער ומעמדם החיוני בחברה הישראלית.
בשנים האחרונות ממשיכה, מובילה ומחדדת הגב' בן ארי, את מהפכת המודעות לזכויות הילדה והילד. היא פיתחה תהליכים להנחלת ידע וביסוס חוקתי ואזרחי, תוך מציאת איזונים בחברה הישראלית בין ילדים ונוער למבוגרים, בהתייחס לעולמות של דת, לאום, מגדר ומגזר ומהם מגיעים הילדים ובני הנוער.
